This page provides updates as to the current status of the ADA Improvements project and its impacts to the park.

Phase 1 - Fields 2-4 & Phase 2 - Field 1 & Football Field

Phases 1 & 2 of the initial ADA Improvements Project were completed as scheduled. Additional projects outside of the ADA work have kept these portions of the park closed. Added work includes installation of new electrical and field lighting, replacement of the dugouts, construction of a new sidewalk to connect the park to the surrounding community, and additional improvements to the restrooms.

Knox County reopened Carter Park Labor Day weekend; though, Fields 3 & 4 will remained closed through mid-Fall in order to costruct new dugouts. The football field, fields 1 & 2, the playground, and both restroom and concessions facilities reopened Labor Day weekend.

Phase 3 - Senior Center & Library (April 2024-September 2024)

Current Status: Phase 3 work was divided into four subphases to minimize impacts on the Senior Center and Library operations. All work is complete inside the Carter Branch Library and Carter Senior Center. Exterior work in this area is complete with the exception of tree and plant installation which is scheduled for this Winter to provide the best transplant conditions for the trees.

Phase 5 - KCS Ballfields (September-December 2024)

Current Status: New bleachers have been installed and demolition of the non-compliant sidewalks has been completed. Contractors have corrected grading and are installing forms for the new sidewalks, ramps, and stairs to serve this area. This work has been coordinated with Carter High School’s baseball season.

Phase 4 - Basketball Court & Picnic Shelter (November 2024-February 2025)

Current Status: Fencing will be installed and demolition and grading work will begin the week of November 11.
Impacts: Contractors will close the sidewalk to the basketball court and the picnic shelter beginning the week of November 11. These will remain closed until this phase of the project is completed.
