This page provides updates as to the current status of the ADA Improvements project and its impacts to the park.

Phase 1 - Fields 2-4 & Phase 2 - Field 1 & Football Field

Current Status: All work in these areas is complete though a portion of the central parking area remains closed for use by the contractors completing Phases 4 & 5.

Phase 3 - Senior Center & Library (April 2024-September 2024)

Current Status: All work is complete.

Phase 5 - KCS Ballfields (September-December 2024)

Current Status: New bleachers and ADA-compliant sidewalks, ramps, and stairs have been completed in this area. Contractors finishing landscaping and installation of a few final items like the new Concessions window. This work has been coordinated with Carter High School’s baseball season.

Phase 4 - Basketball Court & Picnic Shelter (November 2024-February 2025)

Current Status: Demolition and grading is complete. Formwork is installed. Contractors are beginning rebar and stone placement in preparation to pour the sidewalks in late February.
Impacts: Contractors will close the sidewalk to the basketball court and the picnic shelter beginning the week of November 11. These will remain closed until this phase of the project is completed.

9/8/2023 - Demo of deteriorated asphalt walking trail begins.

9/15/2023 - Grading, base stone, and formwork for sidewalks and seating areas is complete at fields 2-4.

9/21/2023 - Concrete placement begins.

9/21/2023 - Rebar and expansion joints for ramps are in place.

10/5/2023 - Base stone for the regraded walking trail is in place ready for asphalt placement to begin.

10/5/2023 - Concrete placement for the remainder of Phase 1 was completed in the past week.

10/24/2023 - Initial grading for the playground area has begun.

11/09/2023 - Landscape installation in the Phase 1 construction area is wrapping up.

11/13/2023 - Playground Curb form installation underway.

12/15/2023 - Ramp handrail installation underway and phase 1 grass coming in.

12/26/2023 - Playground curb complete and graded for equipment installation.

1/22/2024 - Approximately 9.5 inches of snow fell on the project site the previous week halting construction.

2/15/2024 - Concrete has been poured for the Football Field restrooms, concessions, and viewing stands.

2/15/2024 - Concrete has been poured for the viewing area at Field 1.

2/15/2024 - Playground equipment installation is approximately 50% complete.

3/4/2024 - Playground equipment installation is complete. Next contractors will install storm drainage.

3/14/2024 - Contractors begin installing storm drainage around the playground equipment. Drainage protects the playground surfacing from damage.

3/21/2024 - Crews fine tune the grading for the stone that lies under the playground surfacing to ensure proper drainage and ADA compliant slopes.

3/21/2024 - Modifications to the Football Concessions service window are complete except for paint. Modifications include a new roll door and ADA compliant service counter.

4/25/2024 - A separate project being funded by Knox County is underway to upgrade all of the field lighting at Carter Park.

4/5/2024 - Demolition for Phase 3A at the Carter Senior Center is underway.

4/12/2024 - Crews build forms for the new ADA-compliant sidewalks along the side and back of the Carter Senior Center.

4/18/2024 - With forms complete, crews install and compact base stone and place expansion joints in preparation to pour the new sidewalks.

5/6/2024 - Sidewalks,, curbs, and handrails for the new sidewalks around the Senior Center have been completed.

5/21/2024 - Phase 3B - Demolition of the Senior Center main entry and the sidewalk connecting the library is complete and crews are setting forms.

5/21/2024 - Phase 3B - Demolition and initial grading for the new ADA parking and sidewalks in front of the Library are complete.

05/24/2024 - The Carter Library Book Drop has been lowered to meet ADA requirements and the wall patched back in.

05/28/2024 - Carter Library Women's Room door has been relocated to provide full accessibility to the restroom.

05/31/2024 - While we await repairs to the damaged playground surfacing, crews have completed final grading in the area.

06/03/2024 - Flooring leveling has been completed in the Library restrooms. New flooring will install tomorrow.

06/03/2024 - The new water fountain has been installed at the baseball field restrooms and includes a bottle filler and pet fountain.

6/6/2024 - New carpet has been installed in the Library Meeting Room. The old carpet has been saved for repairs elsewhere.

6/10/2024 - New flooring has been installed in the Carter Branch Library restrooms. Next up -- toilet partitions.

7/8/2024 -Work is complete on the ADA sidewalks between the library and senior center as well as connections to the new ADA parking by the library.

7/8/2024 - Library shelving has been rearranged to provide ADA compliant clearances so all users can access every row of books.

7/8/2024 - The top layer of asphalt on the improved walking trail has been installed. As soon as crews backfill the edges the trail will reopen.

7/11/2024 - Repaving behind the Carter Senior Center has been completed and temporary paint installed. Permanent paint must be installed 3-4 months after the asphalt.

8/8/2024 - Wall repairs at the Senior Center Kitchen are almost complete.

8/8/2024 - Foundations for the Field 1 and 2 dugouts are complete and framing is underway.

8/12/2024 - Updates to the Library Meeting Room are complete.

8/12/2024 - Benches have been installed around the new playground under the shade structures. Benches are positioned so that at least one should always have shade.

8/12/2024 - Dugout roofing installation is underway.

8/19/2024 - Updates to the Baseball and Football field restrooms have been completed.

8/19/2024 - Demo of the bleachers at the Carter High Baseball field has been completed. New accessible bleachers will be installed later this year.

8/22/2024 - Parking at the Senor Center and Library is complete.

9/6/2024 -New ADA Compliant Bleachers have been installed at the Cater High Baseball Field.

9/6/2024 - New trash cans have been installed throughout the park.

9/20/2024 - Demolition of non-compliant sidewalks at the KCS Carter High Baseball field is underway.

11/7/2024 - Form work is being completed and base stone placed and packed in preparation to pour the new sidewalks at the Carter High Baseball Field.

11/12/24 - Form work and stone is 75% complete in the Phase 5 area by the KCS Carter Baseball Field.

12/13/2024 - Concrete for the Phase 5 area was completed earlier this week.

12/13/2024 - Contractors have started setting grades for the Phase 4 sidewalk forms.

1/30/2025 - Phase 4 sidewalks are complete. Handrails on ramps and stairs have been installed. Crews are finalizing landscaping in prep for the first game.
